Kevin Binder is a Senior Actuary with Bolton. Kevin has 29 years of actuarial experience. Kevin is the practice leader of Bolton’s OPEB practice, and is responsible for the actuarial valuation under GASB45 for over 100 governmental plans including, Anne Arundel, Baltimore, Harford, Howard, Prince Williams and St Mary’s Counties, Fort Lauderdale, Florida and the NY State Thruway. He has authored articles in the Actuary and Contingency magazines on discount rate selection for partially funded plans under GASB45 and was a speaker at the Society of Actuary’s Health Care Section Annual Meeting on this Topic. He has co-authored a series of 25 company newsletters on GASB related topics. He is a former long-term chairperson of the Research Committee of the Society of Actuaries Pension Section. He was also the chairperson of a SOA Project Oversight Group that oversaw the development of the widely-used long-term medical trends model.
