Bio
Tom Vicente is a Senior Consulting Actuary with Bolton and the leader of Bolton’s public sector pension practice. He is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, an Enrolled Actuary, and a member of the American Academy of Actuaries.
Tom has over 30 years of experience in actuarial, retiree medical, and pension consulting services, as well as the administration and communication of retirement programs. He also has significant experience with design, benchmarking, and retirement adequacy studies for retirement programs, determining cost factors for union-negotiated programs, as well as with hybrid pension plans such as Cash Balance and Retirement Equity programs.
Tom's focus is on providing high value to clients through innovative solutions, strong communication, and high-quality, timely results. He has been a speaker for different groups including NCPERS on DROP plans, Maryland GFOA on selecting assumptions, the Society of Actuaries, the American Academy of Actuaries, and the Georgia GFOA where he spoke about the types and benefits of actuarial audits for pension and OPEB plans, and at national venues for training and continuing education purposes. Tom has published white papers on service purchase approaches in public sector pension plans, and on the impact of accounting rules affecting governmental employers offering post-employment benefit programs and ways in which those employers could mitigate those costs.
